Written by The My Debt Cleared editorial team Last reviewed 12 August 2026Next review 12 February 2027 Editorial policy
If you live in Coventry, Coventry City Council bills and collects your council tax and runs the local Council Tax Reduction scheme, the Crisis and Resilience Fund and Housing Payments. The debt solutions open to you are those of England and Wales. What differs locally is the support, not the solutions.
You can get free, impartial debt advice

You never have to pay for debt advice. MoneyHelper (government-backed), StepChange, National Debtline and Citizens Advice all give free, confidential advice with no obligation. Who bills you in Coventry

Coventry has a very large student population across two universities, and that matters for council tax specifically. Full-time students are disregarded, and a household of all full-time students is normally exempt outright. Arrears built up during study may have been billed in error — that is worth challenging rather than paying, and it can be backdated.

One council, everything in one place. Coventry City Council is a metropolitan district and a unitary authority, so the same organisation handles council tax billing and recovery, Council Tax Reduction, Housing Benefit, Housing Payments under the Crisis and Resilience Fund, homelessness and local welfare assistance.

That is worth using. If you are dealing with arrears and a housing problem at once, ask for the welfare rights or money advice team rather than working through each department separately.

Areas covered: Foleshill, Earlsdon, Tile Hill, Wyken, Radford, Canley and Longford. Postcode districts: CV1, CV2, CV3, CV4, CV5, CV6.

Council tax arrears with Coventry City Council

Coventry has a very large student population across two universities, and that changes the council tax position for a substantial part of the city.

Full-time students are disregarded, and a household of all full-time students is normally exempt outright. Arrears built up while you were studying may have been billed in error, and a successful challenge can be backdated.

The recovery timetable itself is set by regulation and is the same in every English authority — reminder, loss of instalments, summons, liability order, then enforcement. Read the stage-by-stage process before you call, then ask Coventry City Council for Council Tax Reduction, any discount or disregard you may be entitled to, and a section 13A hardship reduction by name.

Support available in Coventry

Crisis and welfare support

Crisis and Resilience Fund at coventry.gov.uk/council-tax-benefits/crisis-resilience-fund, reopening on a phased basis. Coventry runs Crisis Payment and Housing Payment as SEPARATE application forms, so applying for one does not put you in the queue for the other.

Help with rent and housing costs

Housing Payment, a distinct CRF application from the Crisis Payment, covering rent costs and storage or removal costs.

Local figure

Coventry City Council received £6.6 million in Crisis and Resilience Fund allocation for 2026 to 2027, covering Crisis Payments, Housing Payments, Resilience Services and Community Coordination.

Debt solutions available here

Coventry is in England, so the England and Wales framework applies: an IVA, a Debt Relief Order, bankruptcy, Breathing Space or an informal Debt Management Plan. Your postcode changes none of that — it changes the local support above and who administers it. Compare all solutions side by side.

Common questions

I was a student when the arrears built up — do I still owe it?

Possibly not. If every adult in the household was a full-time student for that period, the property was likely exempt and the bill should not have been issued. Ask Coventry City Council to review the period with evidence of enrolment rather than agreeing a payment plan on a bill that may not be owed.

Can Coventry City Council take money from my wages?

Yes, once a liability order has been granted. It can apply an attachment of earnings without returning to court, at deduction rates set by regulation, and it can take deductions directly from most benefits. That is why an arrangement before the liability order stage matters so much.

Will a debt solution clear council tax arrears?

Arrears are included as a qualifying debt in a Debt Relief Order, in bankruptcy and in an IVA. Ongoing council tax for the current year is not — that still has to be paid. Confusing the two is a common reason people fall behind again immediately after a solution starts.
