Debt help in Liverpool

Debt help in Liverpool: council tax arrears with Liverpool City Council, the crisis and housing support that goes unclaimed, free advice serving the borough, and the debt solutions available in England.

If you live in Liverpool, Liverpool City Council bills and collects your council tax and runs the local Council Tax Support scheme, the Crisis and Resilience Fund and Housing Payments. The debt solutions open to you are those of England and Wales. What differs locally is the support, not the solutions.

Liverpool in one paragraph

Liverpool rebuilt its crisis support for 2026 with the city's advice charities in the room, and it shows: a 48-hour target for urgent cases, cash-first awards, no benefits requirement, a freephone line with published hours, and a direct route into debt and budgeting help. The allocation — over £12 million — is Merseyside's largest by far. Council tax recovery is high-volume and standard; the crisis system is the door to an arrangement.

How Liverpool City Council recovers council tax

Liverpool City Council's council tax recovery follows the statutory sequence — reminder, final notice, magistrates' summons with costs, liability order — at very high volume, and the council offers video appointments for benefits and council tax problems. The crisis system was rebuilt with the city's advice network at the table, so a Crisis and Resilience Fund application is also a referral point into debt advice before arrears reach the summons stage. The national sequence and your rights at each stage are covered in the council tax guide; section 13A applies here as everywhere.

What to ask the council for, by name

Liverpool has two schemes running side by side: the Crisis and Resilience Fund and the older Liverpool Citizens Support Scheme. Ask which fits — the CRF covers financial shocks and housing costs and does not require benefits; the Citizens Support Scheme covers urgent needs and home needs for people on qualifying benefits. Ask for a Housing Payment separately if rent is the shortfall.

Support available in Liverpool

Crisis and welfare support

Crisis and Resilience Fund — quick help with essential needs, housing costs, and a route into budgeting and debt support, designed with Feeding Liverpool, Citizens Advice Liverpool, End Furniture Poverty and the Liverpool Access to Advice Network. The council usually offers cash vouchers or payments, sometimes goods; you do not need to be on benefits to apply; urgent cases may be decided within 48 hours. Apply through an online account (liverpool.apply4.online) or by freephone 0800 456 1523 / 0151 233 3053, Monday to Friday 8am to 6pm. The longer-standing Liverpool Citizens Support Scheme continues alongside it for urgent needs and home needs, normally two awards in 12 months.

Help with rent and housing costs

Housing Payments through the Crisis and Resilience Fund for residents on Housing Benefit or the Universal Credit housing element struggling with housing costs — a separate application from the crisis route, made through the same online account or phone line.

Local figure

Liverpool City Council's Crisis and Resilience Fund allocation for 2026-27 is £12,071,972 under the government's May 2026 grant determination — the largest in Merseyside and among the largest in England, up from a final £10.6 million under the previous Household Support Fund in 2025-26, which had funded £15-a-week holiday vouchers per free-school-meal child. The council states urgent CRF cases may be decided within 48 hours.

Debt solutions available here

Liverpool is in England, so the England and Wales framework applies: an IVA, a Debt Relief Order, bankruptcy, Breathing Space or an informal Debt Management Plan. Your postcode changes none of that — it changes the local support above and who administers it. Compare the routes before speaking to an adviser.

Are Huyton, Bootle and Birkenhead part of Liverpool City Council?

No — Huyton is Knowsley, Bootle is Sefton, Birkenhead is Wirral. Liverpool City Council covers L1 to L19, L24 and L25; an L postcode reaches into Sefton and Knowsley too, so check the finder before applying. L postcodes extend into Sefton (L20–L23, L29–L31, L37–L38) and Knowsley (L26, L28, L32–L36); Liverpool City Council's schemes apply only to its own residents.
