Why the answer depends on the debt
For most debts, an enforcement agent can only come in peacefully — through a door that is opened or unlocked. Force is reserved for a few situations: some criminal fines and tax debts as a last resort, business premises in some cases, and going back in after a controlled goods agreement has been broken. Can bailiffs enter my home? explains each rule.

Common questions
Can bailiffs force entry for council tax?
No. For council tax, enforcement agents cannot force their way into your home. They can only enter peacefully, so you do not have to open the door.
Can bailiffs come in if I'm not home?
They can only enter peacefully, for example through an unlocked door. Keep doors locked if you are expecting a visit. They cannot enter if only children under 16 or vulnerable people are at home.
When can bailiffs use force?
Only in limited cases: as a last resort for some criminal fines and tax debts, for some business premises, and to re-enter after a controlled goods agreement has been broken and notice given.
